Abstract

This study focuses on the association between strategic planning and crisis management in the official disclosures of Palestinian Islamic financial institutions. It adopts a qualitative content analysis approach, using the 2018–2023 annual reports of three banks licensed by the Palestinian Monetary Authority—Islamic Bank of Palestine, Arab Islamic Bank, and Safa Bank—as research samples. Grounded in the wealth preservation principle set out under the objectives of Islamic Sharia, the study conducts coding and analysis across four core dimensions: strategic planning narratives, crisis response disclosures, risk governance statements, and Sharia supervision content. It yields three core findings: banks with a multi- year formal written strategic framework produce more coherent crisis-related narratives; Sharia supervision disclosures of all three institutions are entirely separate from their crisis response content; and across the full sample, there are extremely few disclosures of emergency response and business continuity plans that meet regulatory requirements. This study fills a gap in existing academic literature on crisis governance for Islamic financial institutions in conflict-affected economies, and carries practical value for the development of disclosure policies for local banks and regulatory authorities.
